Si Ma Cai, first district eliminating dilapidated houses

-Being one of the poorest communes in Vietnam, Si Ma Cai in Lao Cai province has fulfilled its plan of wiping out temporary and dilapidated houses earlier than any districts Vietnam.

The family of Trang Seo Manh, a Mong family in Lao Chai Village, Quan Ho Than Commune, Si Ma Cai District, celebrated their first Lunar New Year in a newly built, concrete, and spacious house. Manh’s new house costs nearly 11,000 USD, of which the government financed 2,400 USD and the Bank of Social Policies gave him a interest-free loan of 2,000 USD, repayable over five years. It has bedrooms for seven members and a spacious loft for storing food and supplies.

Manh said, “Upon learning that the government would provide 2,400 USD per household to eliminate makeshift and dilapidated houses, I discussed it with my children, and we decided to build a new home. Living in a sturdy house, we no longer have to fear storms and floods. My children can leave their kids with us while they seek better job opportunities elsewhere, hoping to earn a higher income and repay loans from relatives and the bank more quickly."

Giang Thi Po La and her family in Lao Chai hamlet, Quan Ho Than commune have just moved intoa new concrete house. As a beneficiary of the government’s housing support program, she said that for years, her family had endured cramped, damp living conditions, constantly worrying whenever heavy rain and strong winds hit.“We’re very happy to live in a new home. We’re thankful to the State’s support. We have a stable life and conditions to develop our household economy,” Po La said.

According to the Si Ma Cai district People's Committee, 1,182 makeshift houses – about one-eighth of all households –needed to be repaired or rebuilt. The authorities have taken drastic measures to resolve finance and land problems, and try to change ethnic people’s house building superstitions.

Since 2021, Si Ma Cai has mobilized approximately 5.4 million USD to demolish all makeshift houses. Last year, the district disbursed 1.2 million USD to support the construction of about 460 new homes and repaired 170 others.

Nguyen Trung Kien, Vice Chairman of Si Ma Cai district’s People’s Committee, said the government’s grant of 2,400 USD to each household can cover just one third of the total construction cost, given the rising prices of building materials. Si Ma Cai has requested agencies and sectors to engage in the housing program and urged residents to capitalize on any possible resources.“Si Ma Cai district and Lao Cai province have worked hard to eliminate temporary and dilapidated housing. With government funding, we assist residents in calculating construction costs and identifying additional financial resources. We compile a list of poor and near-poor households and call for donations from philanthropists. Additionally, we collaborate with banks such as the Bank for Social Policies, the Agricultural Bank, and other financial institutions to help families access incentive loans for home construction,” said Kien.

Si Ma Cai is the first locality in Lao Cai province and Vietnam to completely wipe out temporary and dilapidated housing, achieving this milestone six months ahead of the provincial deadline and eleven months ahead of the national schedule.
