Experts from Hue University of Medicine and Pharmacy instructed Phu Loc medical staff for a cholecystectomy Cost-saving and time-efficient At the end of 2024, specialists from Hue University of Medicine and Pharmacy Hospital , in collaboration with staff from Phu Loc Medical Center, performed a tonsillectomy under general anesthesia for patient T.V.T. and a laparoscopic cholecystectomy for Mr. L.M.H. This activity was part of a technical transfer cooperation program previously agreed upon by the two institutions. One of the patients shared: "Currently, our health has recovered, and we have returned to our normal daily activities and work. Being discharged early after surgery and a fast recovery is what everyone hopes for. Not only for me personally, but for local residents as well, this makes medical examinations and treatments more convenient, decreasing the need to travel to higher-level hospitals as before." For a successful surgery, there must be a qualified workforce in anesthesia and resuscitation. Therefore, it is essential to develop this field alongside surgery. In any hospital, the advancement of surgery will drive the growth of many other specialties, such as subclinical services, radiology, anesthesia and resuscitation, and emergency critical care. "Five members of the surgical team have been trained and have received the technology transfer. Laparoscopic surgery is becoming the preferred approach due to its minimally invasive nature, fast recovery, and cost-effectiveness, so everyone is excited and ready. This year, we have fully mastered the technique and are applying it broadly to other related diseases meanwhile we will continue learning to enhance our skills and acquire new techniques. We hope that authorities will provide support and invest in modern medical equipment to facilitate professional development," Dr. Chau said. Following the directives of the Department of Health, the transfer of advanced medical techniques under the memorandum of cooperation between Hue University of Medicine and Pharmacy Hospital and Phu Loc Medical Center will take place over six years. During the 2024-2025 phase, Phu Loc Medical Center will receive training and technology transfer in Anesthesia and Resuscitation, Surgery , Otolaryngology, tonsillectomy under general anesthesia, and laparoscopic cholecystectomy. In the next phase, the program will expand to Pediatrics, Internal Medicine, and Obstetrics. To prepare for this, Phu Loc Medical Center sent a team to Hue University of Medicine and Pharmacy Hospital for training and technical skill acquisition. After completing their training, they returned to their facility to apply the techniques and implement them widely when there are cases. According to Dr. Le Viet Cuong, M.Sc., Director of Phu Loc Medical Center, with the newly received technical services, they will be widely communicated so that patients can feel secure in registering for treatment locally. People in rural areas still have many difficulties, and the distance to the city center is quite far. On-site treatment helps reduce costs, save time, and reduce travel expenses. "This is a policy to contribute to improving capacity and professional qualifications; developing technical services suitable to the capacity of medical examination and treatment, aiming to build district-level health care following the model of a multifunctional medical center," Dr. Cuong affirmed. Mastering Techniques, Increasing Revenue With the support of the Town Party Committee, the People's Council, and the People's Committee of Huong Tra Town, the Huong Tra Medical Center received significant funding during the 2021-2024 period to ensure its operations. Specifically, in the development of technical services, the Town People's Committee invested over 400 million VND. Thanks to good communication and counseling, a large number of patients have agreed to receive treatment at the Medical Center instead of being referred to higher-level hospitals. The Medical Center has implemented a variety of surgical services, such as laparoscopic appendectomy , laparoscopic cholecystectomy , and bone fixation surgery . In the field of obstetrics and gynecology, the center has performed second and third cesarean sections , myomectomy , and partial hysterectomy . In the field of otolaryngology, doctors have performed nasal septum correction surgery , tonsillectomy under anesthesia for children , and complex tonsillectomy for patients with underlying conditions ... The investment in technology transfer and the development of technical services has proven to be highly effective, not only reflected in the numbers. Patients benefit from advanced medical services, receive dedicated care, and are treated closer to home in a modern, spacious, and comfortable facility. They are also treated by skilled doctors from higher-level hospitals, which helps increase revenue for the Health Center. The average cost for a surgery is approximately 6-7 million VND. The total revenue from patients referred to higher-level hospitals for support has reached over 1.1 billion VND. Dr. Le Quang Hiep, Director of the Huong Tra Medical Center, shared: "Through the transfer of techniques via direct support from higher-level hospitals, the doctors at our Medical Center have been able to learn and improve their skills, thereby mastering certain technical services and implementing them independently, such as anesthetic tonsillectomy, hemorrhoid surgeries, improving treatment quality, and building trust with patients." Many other units have also implemented new techniques after training and technology transfer. The city's healthcare system currently has primary, basic, and specialized medical care services. With the advantage of having healthcare units directly under the Ministry of Health located in the area, the process of collaboration, exchange, and technology transfer to lower-level facilities has been carried out in recent times, yielding many positive results. Associate Professor Dr. Tran Kiem Hao, Director of the Department of Health, stated: "The Department has directed the district-level Medical Centers to improve the quality of diagnosis and treatment through technology transfer with the support of Hue Central Hospital and Hue University of Medicine and Pharmacy. This includes focusing on areas such as Surgery, Obstetrics, Basic Emergency Care, and Neonatal Intensive Care. As a result, the number of patients seeking medical care at local health facilities has increased, the referral rate has decreased, and the overload situation at higher-level hospitals is gradually being reduced."
